Try it the default, recommended way with just the "ssh" and "wpa_nf" files on the small FAT32 "boot" partition, and once you have that working you are free to muck it up with static IP or whatever else you need. People think a static IP will make their lives easier, but nearly every time someone comes here asking for help with WiFi and static IP problems, it's the IP configuration that's giving them grief. I would avoid configuring a static IP and use a DHCP reservation instead. You can also place a properly configured "wpa_nf" file there to connect to your WiFi (it will get moved to its proper location and used to connect to your WiFi when the system boots). Pi computers can only boot from a FAT16 or FAT32 partition, so that first small partition gets mounted in /boot by the running OS, and any files you want in /boot are placed on that first partition (not in any folder).
